<p>In 2016, Global Forest Watch&nbsp;(GFW)&nbsp;and the University of Maryland released the world’s most detailed satellite-based deforestation alerts.&nbsp;Since the launch, the GLAD alert system has expanded from just three countries to the entire tropical region and is accessed by hundreds of thousands of users through GFW.&nbsp;&nbsp;</p>



<aside id="textbox"> <div><em> <strong>Peru’s Early Warning Alerts </strong><p></p> After using the GLAD deforestation alerts, the Ministry of Environment in Peru launched its own national alert system in April 2017. These Early Warning alerts (Alertas Tempranas, in Spanish), also use Landsat imagery to detect potential deforestation, but focus on Peru’s primary tropical forests and are therefore more sensitive to small changes. The alerts are available through the Ministry of the Environment’s <a href="http://geobosques.minam.gob.pe/geobosque/view/index.php" target="_blank" rel="noopener noreferrer">Geobosques</a> platform.</em></div> </aside>



<p>GLAD deforestation alerts are detected&nbsp;using&nbsp;new&nbsp;Landsat satellite&nbsp;images,&nbsp;identifying&nbsp;likely areas of forest loss at a 30-meter resolution.&nbsp;The purpose of these alerts is to notify on-the-ground actors of potential deforestation as quickly as possible,&nbsp;so they can respond before things get worse.&nbsp;Although&nbsp;the alert technology has&nbsp;improved over the last several years,&nbsp;little research has been done&nbsp;on&nbsp;the practical&nbsp;application of the alerts—&nbsp;how they are used,&nbsp;which&nbsp;organizations are using them,&nbsp;and&nbsp;what opportunities and barriers aid&nbsp;or&nbsp;inhibit&nbsp;their use.&nbsp;To answer these questions,&nbsp;GFW conducted a <a href="https://www.wri.org/publication/use-near-real-time-deforestation-alerts" target="_blank" rel="noreferrer noopener" aria-label="case study (opens in a new tab)">case study</a> in Peru, one of the original countries&nbsp;where GLAD alerts were first released.&nbsp;Here are&nbsp;some of the key takeaways:&nbsp;</p>

Managers of individual protected areas use deforestation alerts to identify threats, prioritize patrolling activities and coordinate actions with local stakeholders.&nbsp; </li><li><strong>Investigating&nbsp;illegal activity:&nbsp;</strong>Authorities like the Environmental Prosecutor’s Office (FEMA) use deforestation alerts to&nbsp;identify potential illegal activity and&nbsp;confirm other evidence in legal cases.&nbsp;&nbsp;</li><li><strong>Asserting land rights</strong>: Indigenous communities like Nuevo Saposoa and Patria Nueva use deforestation alerts to find potential invasions to their territories and plan patrols and follow-up investigations by the authorities. </li><li><strong>Enforcing&nbsp;conservation agreements</strong>:&nbsp;The&nbsp;forest oversight agency (OSINFOR) implements a program in which communities pay fines for&nbsp;forest management violations&nbsp;by conserving a portion of their forests. They use deforestation alerts to identify conservation areas and monitor compliance with the commitments.&nbsp;</li><li><strong>Raising public awareness</strong>: Groups like Amazon Conservation use deforestation alerts to publish online reports about recent deforestation in the Peruvian Amazon in order to raise public awareness.</li></ul>

<h3><strong>T</strong><strong>he biggest barriers are related to governance</strong>&nbsp;</h3>



<p>Although there are technical setbacks to&nbsp;use of&nbsp;the alerts — delays in detection due to cloud cover, detection of naturally-occurring change and false positives in dry forest—&nbsp;the biggest obstacles were not&nbsp;issues&nbsp;of technology.&nbsp;&nbsp;</p>



<p>Many&nbsp;users&nbsp;faced difficulties reaching remote areas of deforestation detected by the alerts due to a lack of budget or a lack of staff, even within law enforcement agencies. Others sited uncertainly over which agency was supposed to respond to illegal deforestation, or difficulty coordinating between government agencies. Still others claimed that the authorities that were supposed to&nbsp;take action&nbsp;were corrupt.&nbsp;</p>



<p>Agencies that built&nbsp;the alerts into institutional workflows seemed&nbsp;to have the most success applying them&nbsp;to&nbsp;their work.&nbsp;Successful processes&nbsp;included&nbsp;further analysis to identify priority alerts and deforestation drivers, on-the-ground investigation of the alert and communication of the investigation findings to the relevant authorities or the public.&nbsp;</p>



<p>GFW&nbsp;and others are investing significant time and resources to improve the alert data and its delivery, but this&nbsp;is&nbsp;an important reminder that&nbsp;significant challenges remain even in a world with perfect data.&nbsp;</p>



<h3><strong>Lessons for other&nbsp;</strong><strong>countries</strong>&nbsp;</h3>



<p>The success of deforestation alerts in Peru&nbsp;can be attributed in part to their&nbsp;adoption&nbsp;by the Ministry of&nbsp;the&nbsp;Environment, lending them credibility and legitimacy.&nbsp;Peru also benefits from&nbsp;a&nbsp;high technical capacity across&nbsp;both&nbsp;government and civil society, making it easier to for organizations to access and&nbsp;analyze alert data.&nbsp;Finally, civil society organizations in&nbsp;Peru&nbsp;act&nbsp;as intermediaries, assisting local landholders&nbsp;as they learn to use&nbsp;deforestation alerts. Groups like the&nbsp;Rainforest Foundation US&nbsp;and&nbsp;Amazonicos&nbsp;por la Amazonia make the alerts accessible to communities and concessionaires (e.g. by printing them on maps) and training&nbsp;landholders to organize patrols and collect field evidence.&nbsp;&nbsp;</p>



<p>This&nbsp;experience in Peru suggests&nbsp;a&nbsp;few lessons for&nbsp;applying deforestation alerts&nbsp;effectively&nbsp;in other countries:&nbsp;&nbsp;</p>



<ol><li>Early buy-in by a small number of influential adopters can help promote&nbsp;deforestation alerts.&nbsp;</li><li>Building deforestation alerts into existing platforms and protocols makes&nbsp;it more likely that these alerts will be used effectively.&nbsp;</li><li>Proactive training and capacity building&nbsp;are&nbsp;essential.&nbsp;</li><li>Areas with clear land zoning and agency responsibilities are low-hanging fruit for the application of deforestation alerts.&nbsp;&nbsp;</li><li>Agencies using deforestation alerts&nbsp;need&nbsp;adequate financial support for field visits and control activities.&nbsp;</li><li>Public pressure around recent deforestation alerts can encourage effective law enforcement.</li></ol>

<p>En 2016, <em>Global Forest Watch</em> (GFW, por sus siglas en inglés) y la Universidad de Maryland publicaron las alertas de deforestación más detalladas del mundo basadas en datos satelitales.&nbsp; Desde su lanzamiento, el sistema de alertas GLAD  se ha expandido de sólo tres países hasta abarcar toda la región tropical y cientos de miles de usuarios(as) acceden al mismo a través de GFW.</p>

<h3><strong>Las alertas de deforestación tienen una gama de usos diversos</strong></h3>



<p> El uso de las alertas de deforestación en el Perú se puede clasificar en cinco categorías:  </p>

<ul><li><strong>El Manejo de áreas protegidas:</strong>  Organizaciones como el Servicio Nacional de Áreas Naturales Protegidas por el Estado (SERNANP), utilizan las alertas para monitorear los bosques a lo largo del sistema de áreas protegidas, y asignan recursos donde más se necesitan.&nbsp; Los(as) gerentes de áreas protegidas individuales, utilizan las alertas de deforestación para identificar amenazas, priorizar actividades de patrullaje y coordinar acciones con las partes locales interesadas. &nbsp; </li><li><strong>La investigción de actividades ilícitas: </strong> Autoridades como la Fiscalía Especializada en Materia Ambiental (FEMA), utilizan las alertas de deforestación para identificar posibles actividades ilegales y confirmar otras evidencias en procesos legales. &nbsp; </li><li><strong>La reinvindicación de los derechos sobre la tierra:</strong>  Comunidades indígenas, como Nuevo Saposoa y Patria Nueva, utilizan las alertas de deforestación para identificar posibles invasiones a sus territorios y planificar patrullajes e investigaciones de seguimiento con las autoridades.  </li><li><strong>La aplicación de acuerdos de conservación</strong>:&nbsp;  El Organismo de Supervisión de los Rescursos Forestles y de Fauna Silvestre (OSINFOR), implementa un programa en el que las comunidades pagan multas por violaciones al manejo forestal, a través de la conservación de una porción de sus bosques.&nbsp; Emplean las alertas de deforestación para identificar áreas de conservación y monitorear que se cumplan los compromisos establecidos.  </li><li><strong>La concientización del público</strong>:  Grupos como Conservación Amazónica utilizan las alertas de deforestación para publicar informes en línea sobre la deforestación reciente en la Amazonía peruana, para así concientizar al público en general. </li></ul>

<h3><strong>Las barreras más grandes se relacionan con la gobernanza</strong></h3>



<p>Aunque existen retrasos técnicos en el uso de las
alertas – las demoras en la detección debido a la cobertura nubosa, la
detección de cambios que ocurren naturalmente y los falsos positivos en el
bosque seco – los obstáculos más grandes no se dieron debido a la tecnología.</p>



<p>Para muchos(as) usuarios(as), fue difícil acceder a las áreas remotas de la deforestación detectadas por las alertas, por falta de presupuesto o de personal, incluso en el caso de las agencias encargadas de hacer cumplir la ley.&nbsp; Otros(as) mencionaron poca clarida respeto a cuál agencia debería estar encargada de responder a la deforestación ilícita, o la dificultad de coordinar entre las agencias gubernamentales.&nbsp; Algunos más manifestaron que las autoridades que deberían tomar acción son corruptas.</p>



<p>Aquellas agencias que incorporaron las alertas en sus flujos institucionales de trabajo, parecen tener el mayor éxito en la aplicación de estas en su trabajo.&nbsp; Los procesos exitosos, incluyeron más análisis para identificar las alertas prioritarias y los motores de la deforestación, investigaciones en campo de las alertas y comunicación de los hallazgos de las investigaciones a las autoridades relevantes o al público en general.</p>



<p>GFW y otros(as) están invierten unacantidad de tiempo y recursos importante en mejorar los datos de las alertas y su entrega; sin embargo, esto representa un llamado de atención importante de los desafíos que quedan, aun en un mundo de datos perfectos.</p>



<h3><strong>Lecciones para otros países</strong></h3>



<p>El éxito de las alertas de deforestación en el Perú se puede atribuir en parte a su adopción por el ministerio del ambiente, lo cual les ha dado credibilidad y legitimidad.&nbsp; El Perú además se beneficia de una alta capacidad técnica a través del gobierno y de la sociedad civil, lo cual facilita que organizaciones tengan acceso y puedan analizar los datos de las alertas.&nbsp; Por último, las organizaciones de la sociedad civil peruana, actúan como intermediarias, capacitando a los(as) terratenientes locales cómo utilizar las alertas de deforestación.&nbsp; Grupos como <a rel="noreferrer noopener" aria-label=" (opens in a new tab)" href="http://bit.ly/2ISaZsC" target="_blank">Rainforest Foundation US</a> y Amazónicos por la Amazonia, aseguran  que las comunidades y concesionarios tengan acceso a las alertas  (p.ej., imprimiéndolas en mapas), y capacitan a los(as) terratenientes en cómo organizar patrullas y recabar información en el campo.</p>



<p>Esta experiencia en el Perú, sugiere lecciones para la aplicación eficaz de las alertas de deforestación en otros países:</p>



<ol><li> La adopción temprana por unos(as) cuantos(as) innovadores(as), puede promover el uso de las alertas de deforestación. </li><li> Incorporando las alertas de deforestación en plataformas y protocolos actuales, lo hace más probable que dichas alertas se utilicen eficazmente. &nbsp;</li><li> El entrenamiento y la capacitación proactivos son esenciales. </li><li> Las áreas donde hay claridad en materia de zonificación de tierras y de las responsabilidades de las distintas agencias representan oportunidades inmediatas para aplicar las alertas de deforestación. </li><li> Las agencias que utilizan las alertas de deforestación, necesitan suficiente apoyo financiero para sus visitas a campo y sus actividades de control. </li><li> La presión pública alrededor de las alertas de deforestación, puede alentar la aplicación eficaz de la ley. </li></ol>
